The argument rests crucially on comparing the behavior of the objects of particle verbs in true nominalization constructions in -ing with those same objects in gerundive constructions with -ing; in the former, the AgrO superstructure is lacking, resulting in the failure of particle shift, while the latter includes the AgrO projection and hence permits particle shift.
