Chomsky's Derivation by Phase (2000) introduces the idea
of unvalued features.   Feature checking and feature removal are
replaced by feature valuation.  The new system has several
advantages.  But there are problems involving the mechanisms of
valuation and intervention which must be solved if the theory is
to realize its promise. We attempt in this squib to make the
problems clear and to offer some suggestions for solving them.
